There has to be a well-defined civil law coverage as well as local related laws and policies that will guide the intents, actuations, and development plans of both the private as well as public sector. Authorities most often fail to pre-empt illegal shanties/structures due to the absence of clearly defined laws and policies. Public officials need the assistance of legal luminaries, visionary real estate developers, and even the religious/charitable NGOs to look ahead into a more modern city and also the growing number of destitute/homeless people who will also be attracted towards this developing community. It will take a very, very VISIONARY public servant-leader to gather VISIONARY people (bringing valuable INPUTS) to painstakingly plan, map-out, dessiminate, involve, and execute this endeavor. A lot of highly developed cities with rivers can be good research references. Mistakes committed on Pasig River/Metro Manila are also markers to watch out for.]]></description>
